Outage or region failure
The status page is the last to know.
A region degrades, and the dashboard stays green while every workload in it reports otherwise. The incident appears once it is nearly over, worded so narrowly that the outage you had does not obviously match the outage they acknowledged — which is also the wording that decides whether the credit applies.
